In 2005, Uruguay initiated a dramatic shift in its energy strategy, moving from petroleum-based electricity generation to renewable sources. In 2024, Uruguay generated 99 percent of its electricity from renewable sources using hydropower (42 percent), wind (28 percent), and biomass (26 percent).
Once a net importer of energy, Uruguay now exports its surplus energy to neighbouring Brazil and Argentina. In less than two decades, Uruguay broke free of its dependence on oil imports and carbon emitting power generation, transitioning to renewable energy that is owned by the state but with infrastructure paid for by private investment.
Uruguay's political stability and strategic energy policies have significantly supported its leadership position. Key decisions, such as a 2008 multi-party agreement establishing the long-term national energy strategy for decarbonizing electricity generation, played a crucial role in this.
In 2016, even before several more renewables projects went online, it hit 94.5 percent green energy. In 2019, according to an analysis by the Uruguayan company SEG Engineering, the country ran on 98 percent renewable energy.
